personal health budgets

The Government aims to introduce a right to apeosal health budget for all people who would benefit from this. It anticipates that by April 2014 all those who are in receipt of NHS continuing health care (CHC) will have an automatic right to a personal budget including a direct payment. Personal health budgets will also be more widely available on a voluntary basis.

Personal Health Budgets are designed to offer more choice and control over health services and care. The Primary Health Care Trust (PCT) and the individual agree to a care plan which sets out the individuals health needs, the amount of money available to meet these needs and a plan of how the money will be spent. The plans covers health, personal care and accommodation needs that are funded solely by health

A three year pilot programme of Personal Health Budgets began in April 2009. The pilot involved approximately half the PCTs testing this approach in a variety of health need areas from mental health to end-of-life care.
